Open letter to the Health Commission-for a fair cannabis regulation

In June 2025 we - the Medical Cannabis Association Switzerland (Medcan) - together with the Association Legalize it! sent an open letter to the Commission for Social Security and Health (SGK) of the Swiss Parliament.

Our goal: a fair, safe and practical regulation of cannabis in Switzerland - in the name of the patients and the consumers. Because even after the amendment to the law of 2022, which allows medical prescriptions, reality remains unsatisfactory for many affected people:

  • There is no binding cost by the health insurance companies,
  • Many doctors hesitate to prescribe,
  • The prices for medical cannabis are unaffordable for many.

Medicine alone is not enough - we need a real solution

This reality shows that the purely medical regulation falls short. What it takes instead is a legal framework that takes the reality of life seriously and enables everyone to access - regardless of income, origin or political status.

We demand:

  • The legalization of private self -construction,
  • Collective supply models such as social clubs,
  • legal security for consumers,
  • And affordable access to medical cannabis.

What does the new draft law bring?

Politicians are currently working on a new law to regulate cannabis - as early as August or September 2025, it is said to be in consultation. This is an opportunity to create real improvements for patients.

More freedom. More security. More justice.

We welcome this political step because he can pave the way for:

  • Self -cultivation for those affected: a legal, affordable option for self -sufficiency - especially for people who cannot afford the high costs.
  • Legal clarity for medical applications: Anyone who uses cannabis for health reasons takes protection instead of repression.
  • Separation between medical and leisure use: This is the only way that therapeutic use can finally be taken seriously.
  • Access to safe products: whether from pharmacies, specialty shops or social clubs - away from the black market, to tested quality.
  • Help with problematic consumption: Instead of prosecution, prevention, advice and concrete offers are needed - as they have long since been successful in other substances in Switzerland (controlled heroin levies).

Findings from the pilot projects: regulation works

The previous pilot tests show that a controlled handover of cannabis strengthens health protection, reduces problematic consumption patterns and creates transparency. Cannabis has long been part of our society - now it finally needs a legal framework that does justice to this reality.
