Open letter to the Health Commission – For fair cannabis regulation
Our goal: fair, safe, and practical regulation of cannabis in Switzerland – in the name of patients and consumers. Even after the 2022 legal amendment allowing medical prescriptions, the reality remains unsatisfactory for many affected individuals
- There is no mandatory reimbursement of costs by health insurance companies
- Many doctors hesitate to prescribe it
- The prices for medical cannabis are unaffordable for many.
Medicine alone is not enough – we need a real solution
This reality shows that purely medical regulations fall short. What is needed instead is a legal framework that takes the lived realities of those affected seriously and ensures access for everyone – regardless of income, origin, or political status.
We demand:
- the legalization of private home cultivation,
- Collective care models such as social clubs,
- legal security for consumers,
- and affordable access to medical cannabis.
What does the new draft law bring?
Politicians are currently working on a new law to regulate cannabis – it is expected to go into the consultation phase as early as August or September 2025. This is an opportunity to create real improvements for patients.
More freedom. More security. More justice.
We welcome this political step, as it can pave the way for:
- Home cultivation for those affected: A legal, affordable way to become self-sufficient – especially for people who cannot afford the high costs.
- Legal clarity for medical applications: Those who use cannabis for health reasons need protection, not repression.
- Separation between medical and recreational use: Only then can therapeutic use finally be taken seriously.
- Access to safe products: Whether through pharmacies, specialist shops or social clubs – away from the black market, towards tested quality.
- Help for problematic substance use: Instead of prosecution, what is needed is prevention, counselling and concrete support – as has long been successfully established in Switzerland for other substances (controlled heroin distribution).
Findings from the pilot projects: Regulation works
Previous pilot projects have demonstrated that controlled distribution of cannabis strengthens public health, reduces problematic consumption patterns, and creates transparency. Cannabis has long been a part of our society – now we finally need a legal framework that reflects this reality.
